Mobility Agreement (TILMA) Information Bulletin

What is TILMA?

TILMA is the inter-provincial Trade,
Investment and Labour Mobility Agreement between Alberta and British Columbia.
TILMA was developed for compliance with
the national Agreement on Internal Trade (AIT).

The signing and implementation of TILMA by provincial and territorial governments is just
one of the steps taken to enable labour
mobility across jurisdictions within Canada
as well as across the globe.

 

 

                

   

TILMA went into effect on April 1, 2009.
Development of provincial implementation procedures and any changes to St. John Ambulance First Aid courses are in

How Does TILMA Impact
First Aid Certification?

 TILMA impacts employers and workplace first aiders who work in more than one province or territory or those that relocate from one jurisdiction to another within the time period in which their certification is still valid. It does not apply to workers who remain in the same province in which they received their first aid training.

The western jurisdictions have agreed to minimum standards for three levels of first aid training: Emergency, Standard, and Advanced. It is recognized that each provincial jurisdiction may add content to the minimum requirements, but that the added content would not be required everywhere else.

 

What are the Requirements for Recognition of Out-of-Province First Aid Certificates?

Workers relocating to or temporarily working in Alberta with a current out-of-province approved Emergency, Standard, or Advanced First Aid certificate are required to learn the legal requirements for first aid in Alberta and be competent in applying the information.
Employers are responsible to ensure workers are competent in knowing and applying the pertinent legal requirements that apply to workplace first aid.

Workers relocating to or temporarily working in British Columbia with a current out-of-province approved Emergency, Standard, or Advanced First Aid certificate will be required to complete the BC self-study Jurisprudence Package for Out-of-Jurisdiction First Aid Certificates and apply for an out-of-jurisdiction certificate. This package is available only through BC Approved Training Agencies. For details go to: www.worksafeBC.com
