FAITH Project Manager – Haiti

Project Overview

The First Aid Instructor Training In Haiti project is an initiative of St. John Ambulance Canada in partnership with the Haitian National Police Academy to establish a first aid training program for Cadets and members of the Haitian National Police through the development of a cadre of Instructors and Instructor Trainers and the building of administrative capacity within the Academy to sustain the training over the longer-term. The project partnership between St. John Ambulance Canada and the Haitian National Police has been made possible through the generous financial support of the Department of Foreign Affairs and International Trade (DFAIT).

The Project Manager reports directly to the Chief Operating Officer, St. John Ambulance, National Office, while working in close collaboration with the Desk Officer based in Ottawa and project partners in the Haitian National Police Academy. 

The Project Manager will be based in Port-au-Prince.   The position is a contract position, with an anticipated start date of October 15, 2010.  The contract is a 24-month term.

Role and Responsibilities:

The Project Manager shall have the overall management responsibility for the project including planning, project delivery and monitoring.  The Project Manager will:

  • Establish an operational base in Port-au-Prince including securing accommodation/office space; transport, office equipment and supplies; and hiring of locally engaged staff

  • Provide strategic and operational management of project, human and financial resources

  • Ensure the project is implemented as planned, on budget and in accordance with policies and  guidelines relating to grants and contributions of the Government of Canada

  • Evaluate, assess and identify needs in order to build effective capacity within the project

  • Prepare all relevant donor and internal reports in a timely manner

  • Provide training and support to national staff assigned the project

  • Support and work closely with stakeholders in Haiti and Canada

  • Represent St. John at all meetings with partners, NGOs and government officials

Skills, Knowledge and Abilities

The Project Manager will have:

  • Experience working in complex humanitarian situation, along with a demonstrated ability to achieve results in a challenging environment 

  • Proven analytical skills and ability to work with others to develop and implement strategies to ensure project’s success

  • Proven ability to work creatively, innovatively and effectively with limited direct supervision

  • High-level interpersonal and communication skills

  • Senior-level management experience; and an ability to influence and liaise effectively with key stakeholders, including senior representatives of MUNISTAH and the Haitian National Police

  • Five years experience or more in managing projects in developing countries, especially in Haiti or the Caribbean, would be an asset

  • Fluency in both French and English is essential.  Creole would be an asset.

  • Cultural sensitivity and adaptability.  High degree of integrity and personal responsibility

  • University degree in international development, management or related area of studies

  • Knowledge of reporting requirements for projects funded by the Government of Canada, experience working with Results-Based Management Framework.

  • Commitment to support capacity building and self-reliance of project stakeholders

Compensation

  • Accommodation in Port-au-Prince and the use of a vehicle
  • Medical insurance for the duration of the contract
  • Three weeks paid vacation and one return ticket home to be taken at the mid-way point in the contract
